West Coast Medical Imaging
West Coast Medical Imaging operates diagnostic imaging clinics in Greater Victoria and the Lower Mainland. HSA members working at West Coast Medical Imaging, including receptionists, transcriptionists, and technologists, are covered by a separate collective agreement.
Bargaining committee election (December 2024)
WCMI members will have the opportunity to elect a new negotiating committee as we prepare to return to the bargaining table. HSA’s Board of Directors has called for a five member committee to be elected for the following positions:
- 2 members and 1 alternate to be elected from the Vancouver Chapter
- 2 members and 1 alternate to be elected from the Victoria Chapter
- 1 member at large and 1 alternate to be elected from across the entire WCMI membership
Elections will be held online starting 08:00 am December 11 and ending 4:00 pm on December 18.
The deadline for WCMI members to declare their intention to run for the new negotiations committee passed on December 9, and the following members are acclaimed:

There are three candidates for the position of Member at Large position: Susan Mooney, Mohammad Ismail Rajpar, and Fran Wagner.

For those who don’t know me my name is Susan Mooney and I have been employed at WCMI since 2016 as an MOA. I have also been an HSA steward and assistant lead steward for the Victoria clinics and attended HSA Convention in 2024. Over the years, I have worked in many of the Victoria clinics, most recently as lead clerk at the screening mammography clinic since 2020. I understand the needs of all the Victoria sites, including mammo.
I believe we are all deserving of fair compensation, safe workloads, and respect from the employer and management and will always stand strong to get a fair and honest collective agreement for all of us.
I am excited to announce my candidacy as Member at Large from across the entire WCMI for the new negotiating committee.
I am committed to advocating for:
- Wage increases for receptionists, X-ray technicians and sonographers at par with similar positions at public and private health institutions across BC.
- Ensured full time work hours and benefits for X-ray technician.
- Better company provided health insurance package.
- Respectful and safe working conditions for employees at workplace.
As your representative, I will do my best to ensure that your voices are heard.
I along with my fellow members of the negotiating committee will encourage every member to share their concerns, ideas, and feedback. Together, we can identify the challenges we face and develop practical solutions that will benefit us all to reach favorable agreement with the employer.
With more than years of work experience in this institution, I have acquired an in-depth knowledge of the challenges faced by the employees, and I am confident in my ability to negotiate on behalf of all of us at the bargaining table. I value inclusivity and will ensure that diverse perspectives are reflected in all our decisions. Above all, I am committed to standing up for what is right, even when faced with difficulties.
Together, we can create a workplace where everyone feels empowered and valued. I am honored to have the opportunity to be your advocate, and I humbly ask for your vote. Let’s build a stronger negotiating team and achieve an employee friendly agreement in the shortest possible time.
My name is Fran Wagner, some of you may recognize the name. I am a casual x-ray tech in Coquitlam. I am putting my name forward to run for the Member at Large position on the Bargaining Committee.
I have been with this company in it's various forms since 1996. I have worked with many of you over the years. For most of my career, there was no union representing those working in Private Medical Imaging clinics, and as yet we are an anomaly.
Since the time that we have had union representation, I have spent 8 years serving as Lead Steward, representing the Lower Mainland. In that time I was able to attend Regional Meetings and Conventions. I have also served on two previous bargaining committees, representing WCMI members. For the current round of bargaining I served as an alternate on the committee, and stepped in for two days of meetings.
I believe my past experience makes me a good candidate for this position. I have a good understanding of the bargaining process as well as the workings of our HSA union.
I believe in the democratic process, and I feel I have the ability to see other points of view regardless if I agree with them or not. Solidarity is essential in this process, but by the same token that does not mean we will always be on the same page.
I also believe that all our members hold equal importance whether they are MOAs, x-ray techs or ultrasound techs, casual, part-time or full-time. We all contribute in our own way to the service we provide.
Our ultimate goal should be to provide a Collective Agreement to all members that addresses the concerns of everyone.
HOW TO VOTE
The election for this position will be conducted by ranked ballot, which means you must indicate the order of your preferred candidates from 1 to 3. The candidate finishing in second place will become the alternate to the winning candidate.
Voting credentials will be emailed to all WCMI members at 8:00 am on December 11. Voting closes at 4:00 pm on December 18. If you do not receive your voting credentials by Thursday, or know of a colleague who has not, please let the union know by sending an email to @email and we will assist with providing credentials.
