CBA Bargaining
The collective agreement for HSA members working in community health services and support is negotiated between employers and the Community Bargaining Association (CBA), which represents members of HSA, the BC General Employees Union (BCGEU), the Hospital Employees Union (HEU), the Canadian Union of Public Employees (CUPE), the United Food and Commercial Workers union (UFCW), and the United Steelworkers (USW). The CBA includes more than 1100 HSA members. The large majority of CBA members are represented by the BCGEU, which leads negotiations.
NOVEMBER 27, 2025 UPDATE: CBA - 92% YES: Community health workers stand united for a better collective agreement
The results are in: 92.33% of members who cast a ballot in the CBA strike vote said YES to authorize strike action, if necessary, to achieve meaningful improvements to our collective agreement.
Your strong mandate sends a clear message to our employer: we are united, serious, and ready to secure the respect and fairness we deserve. In the coming weeks, we will schedule new bargaining dates and bring this strike mandate to the table to demand a fair agreement on par with other HEABC health care workers.
To be clear, this vote does not mean that we are on strike just yet. It gives the bargaining committee the authority to use job action if needed while negotiations continue. You will receive regular updates, and we will notify members if and when job action is set to be initiated.
This strike vote also marks several milestones: the largest turnout the CBA bargaining unit has ever seen, the unification of supportive housing workers under a single collective agreement, and the strongest voice we’ve had in bargaining in 30 years.
Thank you to everyone who voted and stood together. With this historic strike mandate, our collective voice has never been stronger, and we are committed to securing a fair agreement for all community health workers.

Bargaining Proposal Conference and Negotiating Committee Member
A joint Bargaining Proposal Conference for members covered by the NBA, CBA, and CSS collective agreements was held on October 28-30, 2024.
Negotiations for those contracts are not led by HSA, but by the union with the most members covered by the collective agreement. However, HSA has representation on the bargaining committee to ensure that HSA members’ interests are well represented in contract negotiations.
Nancy Martin was elected to serve on the negotiating committee for CBA members. Martin is an employment placement specialist at Open Door Group in Sechelt and has worked as a general site steward, OHS steward and assistant lead steward.
