A Message from HSA President Sarah Kooner on the CBA Tentative Agreement

Over the past year, your bargaining committee fought hard to ensure that your interests were well represented at the Community Bargaining Association (CBA) table. Members provided the union clear direction that wages, parity with the Facilities Bargaining Association, and improvements in a number of key areas such as portability, premiums, coverage of required fees, and more were paramount to this round of bargaining. 

While this was a challenging round of negotiations, thanks to the solidarity of all CBA members — including a strike vote that saw a historic 92.3% of members vote yes to job action — your bargaining committee successfully pushed for a tentative agreement that meets the goals set out by the membership. 

On behalf of your HSA Board of Directors, I am pleased to provide this comprehensive report detailing the terms and conditions of the 2025-2029 Community Bargaining Association collective agreement, reached on February 22, 2026.

I want to thank our representatives at the table, staff negotiator Brianna Luca and member representatives Nancy Martin and Manuela Lacentra, who all tirelessly ensured your concerns and needs were heard at the bargaining table. The bargaining committee worked in solidarity with six other unions and were led by the BC General Employees Union, who represents a majority of workers covered by the CBA. 

The Board of Directors recommends that you vote YES in favour of the tentative collective agreement.

You’re invited to a series of live and interactive telephone town halls to learn more about the tentative agreement and ask your questions. To participate, all you have to do is answer the phone when we call.

Ratification Vote

Voting on the tentative agreement is open to all members covered by the Community Bargaining Association, and will be held online. Voting will open at 12 noon Pacific on Friday, March 13 and close Friday, March 20 at 12 noon Pacific.
 
You will need a voting credential to cast your vote; these will be sent to your personal email on file with HSA. Voting credentials will be sent when voting opens on March 13. If you do not receive your voting credential at that time, contact us for assistance.
