2026 Canadian Labour Congress Winter School Scholarships

HSA Scholarships are available for one of Canada's best labour schools!

The CLC Winter School, held at Harrison Hot Springs in January and February 2026, offers a wide variety of high-quality labour-oriented courses. HSA members interested in helping better represent colleagues in the workplace and build a stronger union are encouraged to apply for HSA and external scholarships. HSA offers five scholarships to cover reimbursement for wages, travel, registration, single accommodation, meals, and dependent care. HSA members can apply for a scholarship by completing the online application – 2026 Winter School Scholarship will be listed under 'Other Events.'

Please ensure you have completed and returned the HSA Scholarship Written Submission Form linked in the online application. No generative AI submissions will be accepted.

These scholarships are very popular, and we receive many more applications than can be accommodated. HSA will let all applicants know the results of their application by mid-November.

HSA members are eligible to apply for the five HSA internal scholarships, which include: the Ann Hallman Scholarship, the Marg Beddis Scholarship, and three general HSA CLC Winter School Scholarships.

Members who have attended CLC Winter School within the last three years are not eligible for a 2026 scholarship.

Ann Hallman Scholarship

The Ann Hallman Scholarship for the CLC Winter School was established in 1999, in memory of Ann Hallman. Ann was a young mother, an X-ray technologist, and HSA activist whose courage in bringing forward an unprecedented grievance established bumping rights for HSA members.

This scholarship supports one HSA member each year to participate in Women in Leadership training at the annual CLC Pacific Region winter school. The recipient will be chosen from the applicants – no additional application steps are required.

Marg Beddis Scholarship

The Marg Beddis Scholarship was established in 2023 following the death of Marg Beddis, a former board member and long-time HSA activist. She was a workplace champion on many Occupational Health and Safety issues and a founding member of HSA's Constituency Liaison team, ensuring that decision-makers in government understand the issues facing HSA members. She understood that change and progress are not possible without curiosity, education, and activism. She was a strong proponent of continuing education.

This scholarship supports one HSA member each year to participate in Occupational Health and Safety or Political Action training at the annual CLC Pacific Region winter school. The recipient will be chosen from the applicants – no additional application steps are required.


Additional External Scholarships: Members may apply for the external scholarship opportunities listed below in addition to the above five HSA CLC Winter School Scholarships. 

The Frank Wall Development Scholarship is an opportunity for HSA members interested in attending the Parliamentary Procedure and Public Speaking course. Please send your completed application to @email for union authorization and HSA will send your application to the CLC on your behalf. This scholarship requires an additional written submission.
 
The Community Savings Scholarship offers support to HSA members interested in attending Parliamentary Procedure & Public Speaking, Member Engagement – Member Action, Mental Health First Aid Certification, Implementation and Beyond, or Labour Community Advocate Level 1. Please send your completed application to @email for union authorization and HSA will send your application to Community Savings on your behalf. This scholarship requires an additional written submission.

The One Movement Threads “Movement Builder” Scholarship is an opportunity for a dedicated union member from unions affiliated with the CLC. The scholarship will cover registration costs for Winter School for one member to attend one of the following courses at the 2026 Pacific Region Winter School: Digital Strategies for Member Engagement, Young Workers in Action, or Member Engagement – Member Action. Please send your completed application to @email for union authorization and HSA will send your application to One Movement on your behalf. This scholarship requires an additional written submission.

The Donna Sheaves Memorial Scholarship was established by The Canadian Union of Public Employees Union (CUPE) Local 402, through the BC Federation of Labour, for a union woman to attend the Women in Leadership course at the CLC Winter School, which is offered in week one, January 11-16, 2026. Please send your completed application to @email for union authorization and HSA will send your application to the BC Federation of Labour on your behalf. This scholarship requires an additional written submission.

The Kim Manton Memorial Scholarship established by the Victoria Labour Council, in partnership with the BC Federation of Labour, to honour Kim Manton’s memory with a scholarship to support Women, Trans and Non-Binary people to attend the following course at the Harrison Winter School; Women in Leadership. Preference for this scholarship will be given to people from Vancouver Island. Please send your completed application to @email for union authorization and HSA will send your application to the BC Federation of Labour on your behalf. This scholarship requires an additional written submission.


Childcare
Free childcare is provided at Winter School for eligible delegates with children ages 12 months to 12 years. An eligible delegate is a single parent, a parent not accompanied by a spouse/companion, or where both parents are delegates. While the CLC will pay the actual childcare costs at the school, delegates will be responsible for any additional hotel charges for their child. Delegates having additional childcare costs as a result of leaving their children at home should apply for reimbursement from HSA.

There is a limited number of spots available in the childcare program. Spots will be assigned on a first-come, first-served basis. Delegates requiring childcare must pre-register and indicate childcare on their registration form. Requests for childcare do not guarantee spots in the childcare program.

The deadline for childcare registration is December 4, 2025. Requests received after this deadline will only be accommodated if there is room in the childcare program. Cancellations are required and must be received 14 days in advance of your attendance at Winter School. Failure to cancel booked childcare space(s) will result in a “no-show fee” of $300.00.

Please be aware that should unforeseen circumstances arise due to staffing issues, there is the possibility that childcare coverage may be cancelled without advance notice. Participants wishing to utilize the childcare program should keep alternate arrangements in mind, just in case.

Winter School Bus

There is a bus is a chartered for this event. Successful applicants will receive details about group transportation in advance of Winter School.
