Fellow HSA Members,

I am the Island Health representative for your Bargaining Committee, and assistant lead steward at Victoria General Hospital. Those who have worked with me know that I am a strong advocate for our members, and that I am deeply committed to justice and equity. I joined the Bargaining Committee to increase accountability and transparency within our union, and my involvement in this work has compelled me to run for Regional Director.

As a member of the Bargaining Committee, I have pushed for greater member outreach, including far more in-person site visits. While my leadership style prioritizes listening to and remaining accountable to those I represent, it is also assertive, particularly when it comes to ensuring that our leaders are always working in our best interests.

My record in working on behalf of HSA members is one that maintains professional and respectful relationships with HSA membership and staff, while being unafraid to question the status quo or to challenge power structures that do not optimally serve our membership. This commitment to transparency is also reflected in my work as a steward and a delegate to convention, where I proposed two successful resolutions to allow all members unrestricted access to all of HSA’s policies, and to minutes from the Board of Directors’ meetings.

This is the approach I would continue to employ if I were to serve as your Regional Director. My belief is that our leaders must remain accountable to the membership. This means we must not shy away from difficult questions, or from ensuring that members’ voices are heard at every level of our organization.

I have fought for you at the bargaining table; it would be my privilege to continue fighting for every member in Region 2 as your Regional Director.

My name is Brooke Carter, and I am a Medical Laboratory Technologist in Victoria. I have been an active HSA member since 2014. As a tenth-generation white settler who was born and raised in Victoria, I acknowledge and thank the lək̓ʷəŋən People; past, present, and future, for their stewardship, care, and leadership on these lands. I further acknowledge my responsibility to this land and sea, its resources, and its people. I am similarly honoured to employ whatever talents I may possess in fostering a healthy, thriving community on this incredible island. 

As an HSA member, I currently hold roles as Region 2 Director, HSA Secretary Treasurer, and HSPBA Bargaining Committee Member. I chair the Governance and Policy Committee, and Finance Committee. I also sit on the Executive Committee, and Presidential Issues Committee. I have previously held roles as Lead Steward, OH&S Steward, CMET Member, Member at Large, Constituency Liaison, and as a guest author in media publications and in social media. I have participated in the work of several other committees, including Resolutions Committee, Elections Committee, and Education Committee as chair.

Should I be elected for my third term, my focus shall be, as always, to have every member’s voice driving governance work. I will not only be your representative at the board table and bargaining table, at conventions, in media, and with governments; but also strive to have as many members as possible directly engaged in governance through organizing, continuous succession planning, and regularly evaluating how HSA’s committees, working groups, and caucuses are formed, and structured. 

Most importantly, I endeavour to cultivate spaces that are not only inclusive, but also amplifying, safe, brave, and above all empowering. I value leadership as service, speaking truth to power, and will always show up, and always fight for every one of us. 


All Candidates Meetings

HSA will host all-candidates’ meetings in regions where more than one candidate is nominated. The meetings will be online and will be held in the evening between Februrary 18 and March 6, 2026.

Position Details

This is an excellent opportunity for members to serve on the HSA Board of Directors, contribute to the leadership of the union, and to represent the interests of other members. HSA’s Board of Directors comprises 10 Regional Directors elected by members from their region, and the President, who is elected every two years during the union’s annual convention.

To be eligible to run for the Board of Directors, a nominee must have been a member of HSA for at least one year immediately prior to election, be in good standing, and be nominated in writing by two members in the region they are seeking to represent. The term of office is two years. Regional Directors may serve for up to three consecutive terms.

Responsible for the overall governance of the union, board members participate in Board of Director meetings, held at least quarterly in person – when possible – at the union office in New Westminster. Directors chair or participate on HSA’s governance committees, which meet at least two times a year.  They serve as HSA representatives to events and external meetings, chair annual Regional Meetings, and report to members in their region regularly. While the union provides wage replacement at Regional Directors’ regular rate of pay for shifts missed due to participation in meetings related to their role on the Board of Directors, as well as reimbursement for associated travel, accommodation, and dependent care costs, Regional Directors also devote considerable volunteer time to the position to allow for material review, responding to emails, and periodic evening meetings held by telephone or online.

The successful candidate will assume the position immediately upon election and serve until the conclusion of the union’s spring 2028 convention.
