HSPBA Classifications Update: Next Steps for P2A Special Procedures/Techniques
The “P2A process” is shorthand for the provisions in the new profile-based classification system that allow your union to advocate to add new types of work to the P2A Special Procedures profile, recognizing and compensating the specialized work of many union members who have jobs that are currently matched with the P1 profile.

Your union and the employer have recently agreed to appoint an Arbitrator to assist with moving this process forward. On March 13, 2026, the Arbitrator issued an order that will see the employer provide responses to the union on all the above P2A claims by no later than April 17, 2026. The order also schedules an April 29, 2026 case management meeting to determine next steps in the mediation and/or adjudication of these P2A claims.
Your union plans to update members by email as this process unfolds. If you have colleagues who did not receive this message who may be affected, please encourage them to sign up to receive union email.
What does this mean?
These are the next steps in the P2A process. While the outcome is not guaranteed, your union’s specialized staff believe that the items listed above meet the definition of a special procedure/technique.
For every claim that is successful, all members in the P1 classification whose job requires the special procedure/technique will be entitled to retro pay from the date the union filed claim (dates are listed above). There is no requirement for members to make a submission to HSA about their work.
If you are required to perform a special procedure/technique listed above for the majority of your job, if the union’s claim succeeds then your job would be reclassified from P1 to P2A. If you perform the work for less than the majority of your work time, then we suggest that you track your hours in case there is confusion about potential retro pay.
I work in a different area that I think should also be P2A. What should I do?
If you’ve already emailed us about your work, and it is not on this list, it means that we are still in the process of confirming that we have sufficient evidence to move forward. If classifications staff need specific information, they will contact you.
If you have not made a submission yet, don’t worry – this is not a one-time opportunity. You have the ongoing right under the collective agreement to suggest new P2A special procedures/techniques.
