Social Workers: P2A Special Procedures / Techniques

The “P2A process” is shorthand for the provisions in the new profile-based classification system that allow your union to advocate to add new types of work to the P2A Special Procedures profile, recognizing and compensating the specialized work of many union members who have jobs that are currently matched with the P1 profile.

As of March 19, 2026 your union has received and confirmed enough information to move forward with the following P2A claim for your profession:

  • Registered Clinical Social Worker

What does this mean?

This is the beginning of the P2A process, so the outcome is not guaranteed, but your union’s specialized staff believe that the item listed above meets the definition of a special procedure/technique.

If this claim is successful, all P1 social workers whose job requires them to be a Registered Clinical Social Worker will be entitled to retro pay from March 19, 2026 with no requirement to make a submission to HSA about their work.

If you are required to perform Registered Clinical Social Worker duties for the majority of your job, if the union’s claim succeeds then your job would be reclassified from P1 to P2A. If you perform RCSW work for less than the majority of your work time, then we suggest that you track your hours in case there is confusion about potential retro pay.

Your union plans to update members by email as this process unfolds. If you have colleagues who did not receive this message, please encourage them to sign up to receive union email.

I work in a different area that I think should also be P2A. What should I do?

If you’ve already emailed us about your work, and it is not on this list, it means that we are still in the process of confirming that we have sufficient evidence to move forward. If classifications staff need specific information, they will contact you.

If you have not made a submission yet, don’t worry – this is not a one-time opportunity. You have the ongoing right under the collective agreement to suggest new P2A special procedures/techniques.
