As a lead steward within Region 1 for 9 years, as well as a current member at Large I have participated in union activities, training and convention on an ongoing basis.

I represented Community Social Services in the last round of bargaining, and will again represent HSABC CSS this round.

I am running for Regional Director as I feel it important to ensure all members of HSABC are represented on the Board. As a member of the Community Social Services sector I am aware that we comprise the smallest, yet a valuable sector within our union. I feel it imperative that a member of CSS be present on the Board, not only to represent those individuals within the sector but for the entire union membership. Having a CSS director currently has allowed a better understand of all HSABC members views and difficulties, and allowed for collaboration of all sectors to show solidarity within our union family, and governing Board.

It is important in my view that the Board of Directors demographic includes members from all sectors within HSABC, and I will work diligently to ensure that I do my best to be representative of all members within Region 1.

I am dedicated, committed, understanding and curious which will allow me to best represent HSABC within this position.

I believe that working to ensure all members and staff of HSABC have a safe, prosperous work environment is critical to maintaining mental wellness for those working within the health care, social services and unionized environments.

Thank you for your consideration,
Dawn Marie Goodmurphy

Whether we work at a hospital or in the community, everyone north of the Malahat knows the challenges we face in delivering quality care for our patients. Access to healthcare outside of Victoria lags far behind urban standards, and this takes a toll on both patients and our members. The HSA has a crucial role to play in addressing these disparities, and as your regional director, I will champion fair funding, professional development, and the recognition we deserve.

My top priorities as your regional director:

▪ Visit every worksite in our region during my term

▪ Address classification & bargaining concerns

Advance recognition for our contributions to healthcare

As a lead steward at NRGH, I have gained the experience to advocate for members, and the confidence to engage in difficult conversations with the employer. Over the years, I have listened to workers from various occupations and worksites who have shared their ideas to improve our contract. I want to use my voice and their perspectives to represent members effectively across central and northern Vancouver Island.

My core belief is that workers’ safety should be an organization’s highest priority. I am a worker representative on my hospital’s joint occupational health & safety committee, and I understand the importance of safety in our workplaces. I promote collaboration with the employer to address safety concerns, but there are also times when I demonstrate the courage to assertively disagree with management, backing up our members.

It has been a pleasure to support my colleagues as a lead steward and a health & safety representative. I ask for your support to bring a member-focused mandate to the HSA. We can make meaningful progress for healthcare and social service workers across our region, and I would be honoured to serve you as your regional director

Position Details

This is an excellent opportunity for members to serve on the HSA Board of Directors, contribute to the leadership of the union, and to represent the interests of other members. HSA’s Board of Directors comprises 10 Regional Directors elected by members from their region, and the President, who is elected every two years during the union’s annual convention.**

To be eligible to run for the Board of Directors, a nominee must have been a member of HSA for at least one year immediately prior to election, be in good standing, and be nominated in writing by two members in the region they are seeking to represent. The term of office is two years. Regional Directors may serve for up to three consecutive terms.

Responsible for the overall governance of the union, board members participate in Board of Director meetings, held at least quarterly in person – when possible – at the union office in New Westminster. Directors chair or participate on HSA’s governance committees, which meet at least two times a year.  They serve as HSA representatives to events and external meetings, chair annual Regional Meetings, and report to members in their region regularly. While the union provides wage replacement at Regional Directors’ regular rate of pay for shifts missed due to participation in meetings related to their role on the Board of Directors, as well as reimbursement for associated travel, accommodation, and dependent care costs, Regional Directors also devote considerable volunteer time to the position to allow for material review, responding to emails, and periodic evening meetings held by telephone or online.

The successful candidate will assume the position immediately upon election and serve until the conclusion of the union’s spring 2026 convention.

To obtain an information package, including a nomination form, please send an email to @email. Nominations will close at noon (Pacific time) on Friday, November 15.

** HSA has changed how the union President is elected. Starting in 2025, every member will be eligible to vote in an online election. Stay tuned for details on how to vote for HSA President in April 2025.

Other Information

Members in Region 1 may receive email messages from candidates for the position; under HSA policy, candidates are entitled to contact HSA members by e-mail for the purpose of campaigning in the election.
